Hearty Stuffed Pepper Soup

2 large bell peppers (any color), diced
1 large carrot, diced
1 celery stalk, diced
1 can (14.5 oz) diced tomatoes
1 can (14.5 oz) tomato sauce
4 cups beef or chicken broth
1 teaspoon dried basil
1 teaspoon dried oregano
1/2 teaspoon dried thyme
1/2 teaspoon smoked paprika (optional)
1/2 cup uncooked white or brown rice
Salt and black pepper to taste
2 tablespoons olive oil
Fresh parsley or basil for garnish (optional)
Instructions
Cook the Ground Beef:
In a large pot or Dutch oven, heat 2 tablespoons of olive oil over medium heat. Add the ground beef and cook until browned, breaking it up with a spoon as it cooks. This should take about 5-7 minutes.
Once the beef is fully cooked, use a slotted spoon to remove it from the pot and set it aside. Drain any excess fat from the pot, leaving about 1 tablespoon behind.
