Preheat your oven to 350°F. Line a baking sheet with parchment paper.
Slice the Italian bread lengthwise into two halves. Place them cut side up on the prepared baking sheet.
In a small bowl, mix the softened butter with the garlic salt. Spread this mixture evenly over the cut sides of the bread. Set the bread aside while you prepare the sloppy joe filling.
In a medium nonstick skillet over medium heat, cook the ground beef and chopped onions until the beef is browned and no longer pink, about 8-10 minutes. Drain any excess grease. Stir in the garlic powder, mustard, ketchup, salt, pepper, and water until well combined.
Spoon the sloppy joe mixture evenly over the two halves of the bread. Sprinkle the shredded mozzarella and cheddar cheese over the top.
Bake in the preheated oven for 12-14 minutes, or until the cheese is melted and the bread is golden brown.
Cut into slices, garnish with chopped parsley, and serve.
